We need to gather requirements, decide the functionality, and scope of this project. Furhtermore we're going to need a product owner who'd be tasked to figure that out...also determine how much ongoing time the product owner would need to accomplish this the task.
With regards to requirements, we should gather up any related documents, plans, budgets, etc. that Mr Jazzcat, LeRoy Downs may have.
And yes, are there any product owners ready/willing/able to take this on, budget willing?
